SOMALILAND.
Outfit allowances have been suspended except for Officers of the King's African Rifles. A temporary levy on salaries at the following rates is in operation:-1 per cent. on salaries below £200; 2 per cent. on salaries of £200 and over, but below £500; 32 per cent. on salaries of £500 and over, but below £1,000; 5 per cent. on salaries of £1,000 and over; the total emoluments liable to the lev being abated by the amounts paid as Widows' and Orphans Pensions Scheme contribution; in all cases the first £100 of salary is exempt from levy,

Travelling allowances on a modified scale and revised rates of transport allowances are in force. Acting allowances, except those payable to Acting Heads of Departments and, in few special cases, with the approval of the Governor, have been suspended. Outfit allowances have been suspended except in respect of Nurses and Officers of the King's African Rifles. All allowances to officers voluntarily attending courses of instruction while on leave have been suspended. The privilege of free dental treatment is under review,
A temporary levy on salaries is in operation on the following scale :-5 per cent. on the first £480, 7 per cent. on excess over £480 up to £920, 10 per cent. on excess over £920; the total emoluments liable to the levy being abated by the amounts paid as Widows' and Orphans' Pensions Scheme or Provident Fund contribution; salaries under £42 per annum are exempt from the levy.
TRINIDAD.
Commuted travelling allowances have been reduced by 10 per cent. and mileage rates from 13 cents to 10 cents for the first 5,000 miles and 3 cents thereafter.
The pensions of officers appointed after the 1st of August, 1934, will be calculated at the rate of 1/600ths of the officer's pensionable emoluments at the time of retirement in respect of each completed month of pensionable service. The rate previously in force was 1/60th for every completed year of service with an addition of 5 years. This is a permanent alteration in the conditions of service
UGANDA.
Outfit allowances have been abolished, except for commissioned Police Officers, Nursing Sisters, and officers of the King's African Rifles. All allowances to officers voluntarily attending courses of instruction on leave have been suspended. Travelling allowances, which were temporarily suspended during 1932, have been restored,
though on a slightly reduced scale. The restriction or temporary suspension of acting allowances is under consideration. local allowances have been abolished.
WINDWARD ISLANDS.
A temporary levy on salaries is imposed as follows:-

Income Tax.

In several Colonies a tax on incomes is now in operation or contemplated where no such tax has hitherto been in force. In other Colonies the rates of income tax are increased.
Reduction in rate of Recruitment.
In most Colonies establishments have been reduced, and in con- sequence departments are in some cases over strength. As a result of this and for other temporary reasons arising out of the financial depression, the number of vacancies to be filled in the last three years was in most classes of appointment considerably reduced, and it is feared that this reduction in the number of vacancies must be expected to continue for the present.
